  Wiggins was the son of the prominent painter, Carleton Wiggins. He began painting at an early age with the instruction of his father. He attended the National Academy of Design, where he studied with William Merritt Chase and Robert Henri. Wiggins quickly received recognition. By the time he was twenty, he had a painting in the permanent collection of the Metropolitan Museum of Art.

He was a member of the Salmagundi Club, the Lotos Club, the Kit Kat Club, the New Haven Paint and Clay Club, the National Arts Club, and the Lyme Art Association. From 1927 through the 1930's, Wiggins was the President of the Connecticut Academy of Fine Arts.

Included among the many awards that Wiggins received was the prestigious Norman Waite Harris Bronze Medal from the Art Institute of Chicago. In 1917, 1918, 1926, 1931, and 1933, he won a prize from the Rhode Island School of Design; and in 1916 and 1919, he received awards from the Salmagundi Club.

His paintings are in the collections of the Metropolitan Museum of Art, the National Gallery of Art, the Brooklyn Institute of Art, the Art Institute of Chicago, the Reading Museum, the Syracuse Museum of Fine Arts, and the Wadsworth Athenaeum, among many others.
